i think the voting is great, but i'm holding off on the champagne celebrations. shiite and kurdish parties still hold most of the cards, sunnis remain a scorned and despised minority and the army and security services are overwhelmingly shiite and kurd. it reminds me of a scenario in which we broke yugoslavia and put croats in charge of serbs...not good.
i do believe our presence makes things worse. the sunnis see us as an occupier or an agent of shiia domination, since we've concentrated most of our search-and-destroy in the sunni areas, and trained up a mostly shiite and kurdish army. and then we are a jihadi magnet, just because of who we are. what i would like to see is something of what james fallows proposes, i.e. withdraw to the periphery, convene a regional conference comprised of all patriotic forces in iraq and all the neighbors, and ask them to hash out a postwar agreement of some sort. i don't even see the parliament as particularly legit since we set it up. the iraqis need to take ownership of this postwar somehow, whether together or separated. i don't even want to think about separated...
